After returning to England in 1880 he was appointed Commissioner of Woods and Forests and Land Revenue before taking the position of Governor of Victoria in 1884. In this role Loch was involved in discussions with Britain on naval affairs and Chinese immigration and was received favourably, having been highly esteemed in contrast to his predecessor, the Marquis of Normanby. A notably successful man in this role, Loch and his wife were very well regarded with their contemporaries and Elizabeth Loch was highly active in philanthropic endeavours. Lochs term as Governor of Victoria ended in 1889 with his appointment to the position of Governor of the Cape Colony and High Commissioner of South Africa.$5,0007,500Ex 975'
