As noted in the ACSC, this proof is quite abnormal. It is stated "It is possible that this is an engraver's pull taken at De La Rue". [NB: the statement in the ACSC, that 9 examples exist, is an error. Geoff Kellow has advised that the reference is to there being nine proofs in total of State 3]
